Documentation checklist for Lekki land

Lekki has lower Omo Onile risk than emerging corridors like Ibeju-Lekki, but title fraud, multiple sales and boundary disputes remain real risks. Every plot we list is verified against the following checklist before it goes to market.

  • Certificate of Occupancy (C of O) or Governor's Consent. The C of O is issued once to the first allottee. Every subsequent transfer requires Governor's Consent. Both are strong titles. If buying from a subsequent owner, Governor's Consent must be applied for and registered.
  • Current registered survey plan. Confirm the survey is current and the beacons physically exist on site. A survey plan more than 5 years old should be re-verified before purchase. Physical beacon inspection is required.
  • Deed of Assignment with unbroken chain. Trace the chain of ownership back to the original allottee. Any gap in the chain — missing assignment, unregistered deed, deceased owner without probate — is a red flag. A Lands Bureau search (₦15,000–₦50,000) confirms the land is not under government acquisition.
  • Land Use Charge receipts. Confirm all outstanding Land Use Charge and tenement rates are paid. Unpaid LUC transfers to the buyer and can block Governor's Consent. Request receipts for the last 3 years.
  • Tax clearance certificates. Both assignor and assignee tax clearance certificates are required for Governor's Consent processing. Form 1C requires four copies each of the survey plan and deed, surveyor endorsement, cover letter, photographs and tax clearances.
  • Governor's Consent cost (2026 Blue Book). Consent fees in Lekki Phase 1 now range from ₦40 million to ₦90 million under the 2026 Fair Market Value revision — up from ₦12–18 million in 2015. Budget for this as part of the acquisition cost.
